Summary

The Product Certification Manager owns the technical certification of Pavilion products, from lab testing through regulatory approval in states and tribal jurisdictions where Pavilion operates. This role builds and manages the technical submission packages, runs certification with independent test labs, and keeps the department's document library, approval records, and tracking dashboard accurate and current, so every submission is complete the first time and the business always knows where each product stands. The Manager is the department's technical bridge to Product and Engineering, the primary contact for test labs and regulator technical staff, and a close partner to the Manager, Regulatory Approvals & Licensing.

This role owns the technical side of gaming regulatory approvals: submissions, lab certification, document control, and release control.

Key Responsibilities

Workstream Ownership
  • Own the technical submissions workstream end-to-end, setting the sequence and timing of submissions to meet the department's approval roadmap.
  • Plan and manage lab certification timelines and costs across all active jurisdictions and products.
  • Report workstream status, risks, and resource needs directly to leadership.
  • Manage outside labs, vendors, and contractors engaged for technical work, including scope, timelines, and deliverables.
Submissions and lab certification
  • Prepare complete, accurate submission packages for independent test labs (e.g., GLI) and state tribal gaming authorities, including forms, cover letters, technical documentation, and software media.
  • Manage the lab certification lifecycle: submission, testing questions, fixes with Product and Engineering, certification letters, and reports.
  • Review product requirements and designs against applicable technical standards early in development, so certification issues are resolved before code is complete.
  • Coordinate the technical side of field trials, modifications, and revocations with labs, regulators, and internal teams, working with the Manager, Regulatory Approvals & Licensing.
  • Verify products and software versions against each jurisdiction's approved configuration.
Regulatory resource library
  • Build and maintain the Regulatory Submission Resource Guide and per-product submission kits (white papers, technical specifications, architecture and data-flow diagrams, lab letters, security attestations).
  • Keep every document version-controlled, with an owner and a refresh date, in the department's single repository.
  • Maintain a current library of technical standards and jurisdictional technical requirements.
Tracking and reporting
  • Own the department's approval tracking system and technical regulatory dashboard, including data integrity for every submission, lab project, approval, condition, and expiration.
  • Produce certification status reporting for the bi-weekly regulatory sync and monthly leadership updates.
  • Forecast lab and submission costs against the product roadmap and approval priorities and manage spending to plan.
Technical support and release control
  • Serve as the primary technical contact for test labs and regulator technical staff and resolve technical questions with Product and Engineering.
  • Review product releases and changes for regulatory impact against documented change-control criteria and determine when a modification submission is required.
  • Notify regulators of product changes that require notice but not full resubmission, following each jurisdiction's rules.
  • Verify media signatures and confirm regulatory approval status before manufacturing orders or software deployments to regulated sites and hold any release whose approval status cannot be confirmed.
  • Support regulator and operator field audits that verify deployed products match their approved versions and configurations.
Process documentation
  • Write and maintain SOPs for submissions, lab certifications, signature verification, and post-approval change control.
Qualifications
  • Bachelor's degree or equivalent experience in a gaming-related, technical, or business field.
  • 5+ years of experience in product compliance, technical regulatory submissions, or gaming lab certification, including ownership of multi-jurisdiction submission programs.
  • Proven ability to independently manage a portfolio of projects, priorities, and deadlines.
  • Familiarity with gaming technical standards and certification processes with GLI, BMM, and/or other independent test labs.
  • Ability to read technical documentation and translate it into clear submission materials.
  • Understanding of software release and change-control processes, including software signature (hash) verification.
  • Close attention to detail and strong organizational skills.
  • Strong written and verbal communication skills.
  • Ability to travel occasionally for lab visits, field trials, or regulator meetings.
Preference For:
  • Familiarity with payment-industry security frameworks (PCI DSS, SOC 2).
  • Proficiency in MS Office (Word, Excel, SharePoint); dashboard or reporting tool experience.
  • Experience with payments, cashless, or casino systems products.
  • Certified Compliance & Ethics Professional (CCEP), Project Management Professional (PMP), or similar certification.
